Full Process Time vs CPU Only Time
The chart below demonstrates the variation in encoding and decoding rates when comparing the full process time (CPU time plus IO time) and the time spent by the CPU only.
The chart details the encoding and decoding rates for Yalac 0.09, but any fast codec could have been used.

The chart clearly demonstrates that my hard drive limits all processes to around 80x normal speed. For example, the difference between encoding using Turbo and Fast, when looking at the full process time, is not great (81.74x and 68.84x respectively). However, it is, when only considering the CPU time taken (122.71x and 83.08x respectively). This clearly highlights that the hard drive is limiting the enc-/decoders full potential, and distorting the benefit of enc-/decoder settings that can achieve high speeds.
It seems the effect begins to take effect at around 30x, and gradually reaches its limit of just over 80x.
So, What Does This Mean?
